The UK government has ratified the Kyoto Protocol and is committed to reducing carbon dioxide emissions by 20% by 2020. To achieve this target the UK government published the Energy White Paper in February 2003 and recommended that 20% of the UK's electricity should be generated by renewable energy by 2020. To pave the way for this the Government updated planning advice by issuing PPS22 in 2005. One of the major components of its strategy is an increase in wind generated energy. The Government and Councils provide guidance documents to explain in detail what matters will need to be taken into account when a planning application for the construction of wind turbines is made to the planning authorities. The Government has recently issued planning advice in its Planning Policy Statement 22 on renewable energy. Kirklees Council sets out policies to guide decision making in its Unitary Development Plan with supplementary planning guidance on wind energy. With reference to these documents R.A.W. has responded to the guidance issued to state why it believes that the Pool Hill site is totally unsuitable for this type of development.
